Description


This course provides a structured competence-based programme for the safe preparation, operation and shutdown of 360 degree excavators within construction, agricultural, utilities, civils, landscaping and groundworks environments. The programme has been developed to support employers, operators and contractors in meeting legal duties relating to workplace transport safety, plant operation, risk management and operational competence. The course develops the learner’s ability to safely interpret operational information, carry out pre-operational inspections, select appropriate attachments and controls, undertake excavation and loading activities, manage workplace hazards and operate machinery in accordance with organisational procedures and relevant legislation. The programme reflects the operational risks associated with excavator use including collision hazards, overturning risks, underground services, proximity hazards, lifting operations, environmental impact, pedestrian interaction and machinery stability. The standard supports the development of safe working behaviours, operational judgement and workplace communication required within real-world operating environments. Relevant legislation and guidance include, but are not limited to: 1. Health and Safety at Work etc. Act 1974 2. Provision and Use of Work Equipment Regulations 1998 (PUWER) 3. Management of Health and Safety at Work Regulations 1999 4. Lifting Operations and Lifting Equipment Regulations 1998 (LOLER) 5. Workplace Transport Safety Guidance (HSE) 6. Personal Protective Equipment at Work Regulations 1992 (as amended by the Personal Protective Equipment at Work (Amendment) Regulations 2022) 7. Control of Pollution Act and environmental protection guidance relating to fuels, oils and waste management 8. Construction (Design and Management) Regulations 2015 (CDM 2015) 9. Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 2013 (RIDDOR) 10. Control of Substances Hazardous to Health Regulations 2002 (COSHH) 11. Control of Noise at Work Regulations 2005 12. Control of Vibration at Work Regulations 2005 This Course Standard should be read alongside HSE guidance HSG144 The safe use of vehicles on construction sites, which is referenced by the CPCS Training Standard (A59) as required knowledge for 360 excavator operators. HSG144 covers safe excavator operation, proximity hazards, underground services, exclusion zones and pedestrian segregation. Delivery of Module 3, Module 5 and all practical operational activities must reflect HSG144 guidance in addition to the legislation listed above. National Occupational Standards (NOS) referenced include, but are not limited to, standards relating to: 1. Preparing and operating plant, machinery and equipment for excavating and extracting operations. 2. Maintaining safe, healthy and environmentally responsible work practices. 3. Interpreting operational information, risk assessments and method statements. 4. Communicating and coordinating with others during workplace plant operations. 5. Preparing work areas and carrying out excavation and loading activities using plant machinery.
