Description


This course has been developed to provide learners with the knowledge, practical skills and operational competence required to safely direct, guide and control the movement of vehicles, plant and machinery within workplace environments. The programme supports organisations operating within construction, agriculture, utilities, logistics, waste management, highways, industrial and operational sectors where reversing operations, restricted manoeuvring areas and workplace transport movements present significant risks to personnel, property and operational safety. The role of the banksman is safety-critical and requires effective communication, hazard awareness, situational judgement and the ability to implement safe systems of work during manoeuvring activities. Incorrect signalling, ineffective positioning, poor communication or failure to control exclusion zones may result in serious injury, fatality, property damage or operational disruption. This Course Standard therefore focuses on the development of safe operational behaviours, recognised communication methods and practical workplace competence. Relevant legislation and guidance include, but are not limited to: 1. Health and Safety at Work etc. Act 1974 2. Management of Health and Safety at Work Regulations 1999 3. Provision and Use of Work Equipment Regulations 1998 (PUWER) 4. Workplace (Health, Safety and Welfare) Regulations 1992 5. Construction (Design and Management) Regulations 2015 where applicable 6. Personal Protective Equipment at Work Regulations 1992 (as amended by the Personal Protective Equipment at Work (Amendment) Regulations 2022) 7. Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 2013 (RIDDOR) 8. Health and Safety (Safety Signs and Signals) Regulations 1996 9. HSE guidance relating to workplace transport safety and reversing operations This Course Standard should be read alongside HSE guidance HSG136 Workplace Transport Safety: An Employer's Guide and L64 Safety Signs and Signals: Guidance on the Health and Safety (Safety Signs and Signals) Regulations 1996 (3rd edition, 2015). HSG136 sets the HSE benchmark for safe workplace transport operations including the use of trained banksmen as a residual control. L64 contains the standardised hand signals in Schedule 1, Part IX that banksmen are required to use. Delivery and assessment must reflect the requirements of both documents in addition to the legislation listed above. National Occupational Standards (NOS) referenced include, but are not limited to: 1. Directing and guiding the movement of vehicles, plant and equipment within operational environments 2. Applying safe systems of work during workplace transport activities 3. Maintaining effective communication during operational activities 4. Identifying and controlling workplace transport hazards 5. Supporting workplace safety, coordination and operational risk management
